This 10-minute, 23-second Tulsa Jail video was taken during the last 51 hours of inmate Elliott Earl Williams' life.
Williams was pronounced dead at 11:26 a.m. Oct. 27 after being brought to the jail by Owasso police on the evening of Oct. 22.
The estate of Williams, 37, is suing the Sheriff Stanley Glanz and the jail's health-care provider claiming that jail and medical personnel they "were clearly on notice of Mr. Williams's acute suicidal tendencies and serious mental health issues."
The Office of the Chief Medical Examiner determined the cause of death as "complications of vertebrospinal injuries due to blunt force trauma."
Williams complained of a broken neck shortly after entering the jail and ramming his head into the hold cell door.
